Shanwei City is situated in the south-east of Guangdong, bordering on Jieyang, Huizhou, Heyuan in the east, west and north respectively. It verges on the South Sea in the south. In 1988 it was set up as a city at the prefecture level. Now it exercises jurisdiction over the urban district, Haifeng County, Luhe County, Honghai Bay Economic Development Experimental Zone, Overseas Chinese Administrative Zones with a mandate of Lufeng City. The Municipality is seated in the urban district.

Shanwei has a long history, and is one of the homelands of overseas Chinese in Guangdong, with overseas Chinese abroad and over 1.30 million compatriots in Hong Kong, Macao and Taiwan. There are many cultural relics and rich tourist resources. It is famed as "the Golden Coast of Tourism in East Guangdong". The major scenes are: the Red Square of Haifeng, listed a key protected unit at the state level, the Red Palace, Yuanshan Temple of Xuanwu Mountain at Jieshi of Lufeng, the Ancestral Temple on the Phoenix Mountain in the urban district, Guanyin Ridge of Jinyan, Shanghu Hot Spring of Luhe, Dingguang Temple on Qingyun Mountain, Cock Crowing Temple on Lianhua Mountain, and Coastal Sight-seeing District at Zhelang. 

Shanwei City has rich natural resources. In the districts under its jurisdiction, there are 17 species of 6 kinds of minerals, of which tin, granite, kaolin, pyrite, glass sand and mineral water are of high quality and quantity, worth exploration and use. The sea area is vast, an area of 23,800 square kilometers with a coastal line of 302 kilometers. Within the 10 meter depth contour there are 69,600 hectares of shallow mud flat fit for sea culturing. The major cash aquatic products are of 214 species, 120 families and 21 kinds. The area of salt field is 1677.6 hectares. There is a forest area of 0.2229772 million hectares, storage of live timber reaching 4 million cubic meters, forest coverage being 51.3%, afforestation rate 85.8%; volume of water source is 7.272 billion cubic meters. The potential installed capacity is n0.1653 million KW. Built up reservoirs and dykes are 818 in number. 

Shanwei is bestowed with favorable environment for investment. The Shenzhen-Shantou Expressway, and Guangzhou-Shantou Highway (State Highway 324) run across the city; the network of telecommunication is complete; there are three ports opened to outside world, and three customs offices. Shanwei Port is one of the ports first opened in the country and a fishing port of the special grade. It is 81 nautical miles to Hong Kong by sea, an important corridor of communication in east Guangdong. 

In the ninth Five Year Plan, soft-landing was realized in Shanwei's economy, with an average annual growth of 12.8%, arriving at the proposed results. In 2001, the work in various fields in Shanwei won remarkable achievements, attaining the target of getting a good beginning.

I. All-round strength grows stronger.
In 2000, the GDP was 14.463 billion yuan, 1.74 times that of 1995, an average annual growth of 12.8% (in the ninth Five Year Plan, as hereinafter); general financial revenue 416 million yuan, an increase of 4.4%. In 2001, the GDP was 15.7 billion yuan, an increase of 9.1%; general financial revenue 450 million yuan, an increase of 7.9%.

There were all round development in rural economy, incessant optimization of the agricultural structure and quickened process of industrialization. Through developing aquatic culturing and fishing, propagating fine species and ways to push along the in-depth processing of by-products in agriculture, reinforcing the market circulation in rural areas, and construction of service systems, the pace of construction of small towns was quickened and agricultural economy was developing steadily.

The rapid development in industry brought about rising of economic benefit. In the ninth Five Year Plan period, the added value in industry grew 13.2% annually on the average. The output value in industry in 2001 was 15.16 billion yuan, an increase of 11.4%. Industries in various economic nature were vying in development, the industrial output of private and individual enterprises made 69% of the total output value in industry; the industries of foreign business and enterprises with investment from Hong Kong, Macao and Taiwan grew rapidly, becoming a reinforced army in the industrial development in Shanwei City. The economic benefit of state-owned industries has risen and breakthrough advancement has been made in turning from loss to gain.

There was further progress in the tertiary industry. In 2000, the added value of the tertiary industry was 5.499 billion yuan, making 38% of the GDP. In 2001, gross retail sales of consumer goods was 9.25 billion yuan, an increase of 11.8%. Savings balance of the inhabitants in the end of the year was 6.12 billion yuan, an increase of 13%. The City received in the year over 1.5 million person times of tourists, earning a revenue of over US $ 4 million. 

II. Infrastructure facilities keep improving.
In the period of the ninth Five Year Plan, Shanwei continued to reinforce investment in the construction of infrastructure facilities. In 2001, the traffic mileage was 3097.7 km, the highway density was 64 km/ hundred sq. meters. There were two berths of 5000-ton class, one berth of 10,000 ton-class was under construction. Networks of water supply and power supply were improving: the capacity of water supply reached 0.10 million tons per day. A modern telecommunication network has been formed with switchboards for 0.4015 million telephones, 0.25 million of mobile phone users, and the INTERNET is popular in households.

Urban construction is progressing. The built-up area in the urban districts expanded from the 4 sq. km at the establishment of the City to 25 sq. km Great changes have taken place in the outlooks of the City, from a border town to a coastal city of a certain scale.

III. Thriving development in science, education, culture and public health
In the period the strategy of "invigorating the city with science and education" was implemented, strengthening the motive role of the progress in science and technology in the development of economy. The army of scientists and technicians kept enlarging. In 2001, there were 42,700 technicians of various fields, of which 9,300 were of or above the intermediate level, an increase of 50.35% and 97.87% respectively. A dozen of projects have been listed in the Sparks Scientific and Technological Program like "cultivation processing of special sea aquatic products", "big-scaled cultivation and culturing of seahorses", and "fruit exploration" listed in the Spark Program at state level, "abalone cultivation base", "propagation and application of bio-solid fertilizers of the general type", "study of production process of green food (fruit)" at provincial level.

The was considerable progress in education, culture, sports and public health. Shanwei Vocational Institute of Technology, the first institution of higher education in the City, was established. In the city there were 3 public libraries with a collection of 63,600 pieces of reading material. In 2001, the City undertook events of the ninth National Games like sail-boarding, sail boating. Athletes from Shanwei won 6 gold medals and 3 silver medals at the Games.

IV. Achievements in Opening to the Outside World
In the ninth Five Year Plan period, the total value of export was added up to US $2.135 billion (at Customs caliber), in increase of 175% as against that of the eighth Five Year Plan period. Foreign fund in employ was added up to US$401 million. Export in foreign trade was expanding, with major products such as electro-mechanical products, textile and garment, jewelry, precious stones, Christmas gifts, fishing and farming products, sold to Hong Kong, Macao, Japan, Europe, America and other countries and areas. Using foreign fund to develop in-depth, the manufacturing industries expanded towards agriculture, wholesale, retail trade, communication and telecommunication, and social services. In 2001, there were 263 enterprises of sole proprietorship, foreign fund, and joint venture, with employees of 30,700 people, revenue of 1.3 billion yuan in main business.

V. People's livelihood is changing for the well-off standard
In 2001, the average disposable income of the inhabitants was 6,359 yuan, an increase of 0.2%; net income of rural people per capita was 3,354 yuan, in increase of 1.9%. The livelihood of the urban inhabitants is already well-off. that of the rural inhabitants was approaching the well-off standard. Taken as a whole, the City has entered into a society of well-off livelihood.

In the new century, Shanwei will further push on reform around the economic construction, extending opening, implementing in a big way the strategy of sustained development, adding to the superiority of agricultural economy, export-oriented economy, ocean economy and individual private economy, striving to build Shanwei into a base of processing industry, logistic base for Hong Kong, Macao and the Delta areas, tourist, holidaying, scenic resort.
